Mayor and Council

Council is the legislated governing body for the municipality. Elected Members of Council are responsible for:

• Setting policy direction for the Township;
• Authorizing revenues I expenditures to provide North Dumfries residents and businesses with municipal services that meet the needs and expectations of the community;
• Reviewing land use and development related issues.

The Mayor, as Head of Council, is the Council spokesperson and is responsible for the following additional duties as specified in the Municipal Act, 2001, s. 225:

• To act as Chief Executive Officer of the municipality;
• To preside over Council meetings;
• To provide leadership to Council;
• To provide information and recommendations  to Council with respect to their role regarding procedures,  accountability and transparency;
• To represents the municipality at official functions;
• To carry out the duties of the head of Council under this or any other Act.

The Mayor is also the Township's representative on Council for the Regional Municipality of Waterloo. In this capacity, the Mayor holds the dual responsibility of being a Regional Councillor.

As specified in the Municipal Act, 2001, s. 224, the role of Council is as follows:

• To represent  the public and to consider the well-being  and interests of the municipality;
• To develop and evaluate policies and programs of the municipality;
• To determine which services the Municipality provides;
• To ensure administrative practices and procedures  are in place to implement  the decisions of Council;
• To ensure the accountability and transparency of the operations of the municipality including the activities of the senior management of the municipality;
• To maintain the financial integrity of the municipality;
• To carry out the duties of Council under this or any other Act.

After serving 14 years as Councillor for Ward 1 in North Dumfries Township she entered the race for Mayor and succeeded in 2014 and 2018. Seeking re-election in 2022 she was once again successful in confirming her place as Mayor and Regional Councillor for the 2022 to 2026 term. She is now serving her third term as Mayor and Regional Councillor for the 2022 to 2026 term.

As a member of Regional Council she believes in a strong Region of Waterloo which enables and reinforces the strength of the seven municipalities which make up the Region of Waterloo. This term the Region must address the issues regarding the opiod crisis, affordable housing, and housing for the homeless.

Understanding our connectivity to the Federal Government and the Province, we must create a positive working relationship with our Provincial and Federal partners for the betterment of the entire Region.

Sue graduated for Recreation and Leadership program at Conestoga College as well as Advanced Business Application and she also holds a Canada Customs Introduction to Customs and Customs Duty Drawback.

Sue established and Chaired the Police Advisory Committee for 32 years, Seniors Advisory Committee, Chair of TAPMO for 4 years and currently a board member of TAPMO, Board member of SWIFT, Vice Chair of GRCA and a Warden of Christ Anglican Church.

She has also volunteered at a grassroots level organizing blood donor clinics, teaching learn to skate and swimming as well as coaching hockey and ringette. Past employment included Youth and Preschool Director, Life Skills Coach, Aquatic Director and Inventory Planning and Logistics Coordinator.

Sue retired from her job and choose to dedicate her time working for the people of North Dumfries when she was successful at her run for Mayor.

She and her husband have three children, Denise Vanderhorst (Peter), Amber Stirling (Mark)  and Corey Foxton and four beautiful grandchildren, Lily, Ellea, Preston and Aiden.

Currently serving in his third term as Ward 1 Councillor, Rodney Rolleman is a local business owner and entrepreneur. Rod has resided in the village of Ayr since 1992 where he has raised his family. He grew up on a farm just outside of Roseville. Rod  obtained an Honors Bachelor’s degree in Political  Science and English from the University of Western Ontario in 1988. He is passionate about heritage and dedicated to improving the livability of our community.

My husband and I made North Dumfries our home some years ago. We choose this area because we want to raise our children in the same rural lifestyle that we were both raised in. 

I’m an immigrant who grew up on a vegetable farm near Hamilton. I have a BA Honours in English, Rhetoric and Professional Writing from the University of Waterloo. I’ve spent over 20 years working in the high tech industry, specializing in researching and writing.

I consider it a privilege to serve the people in Ward 3 as their Councillor. I look forward to hearing from everyone in North Dumfries, and working together to build a beautiful community for ourselves and our kids.
