Asset Management

Asset management helps the Township manage infrastructure assets to provide affordable and reliable services in the community.  Arguably, asset management has been practiced and discussed in some capacity since the first municipal meeting for the Township of Dumfries North in 1819.  Over time, the buildings and infrastructure in the Township have been constructed, operated, and replaced, as the small village grew to the thriving community it is today.

Now, more than ever, proactive asset management is required to ensure that investments are made in a fiscally sustainable manner, while optimizing the lifecycle of our infrastructure.  To make the best asset management decisions, we need good data, and we need to look to the future to determine what levels of services our residents expect from the infrastructure we maintain, operate, and replace.

Asset Management Approach and Timeline

The Township is already in the process of implementing the requirements of Ontario Regulation 588/17, including the creation and adoption of a Strategic Asset Management Policy and the development of an asset management plan for all of the Township’s assets.

The Township’s Strategic Asset Management Policy outlines the requirements, overall principles and framework that the Township will follow when creating our Asset Management Plan. The policy will guide the asset management process going forward and help embed sound asset management principles into ongoing operational, capital, and maintenance activities.

The Asset Management Plan (AMP) will consolidate the data and information we need to make effective decisions about our infrastructure assets.  The following is an outline of key requirements of the AMP, according to O. Reg 588/17, including the effective dates of each item:

  • July 1, 2019 – All municipalities are required to have a strategic asset management policy in place. This policy must be reviewed and updated every five years, if necessary. The approval of this report will ensure compliance with this legislated requirement.
  • July 1, 2021 – All municipalities are required to have an approved asset management plan for their core assets (such as roads, bridges and culverts, water, wastewater, and storm water) that outlines current levels of service and the cost of maintaining those services.
  • July 1, 2023 – All municipalities are required to have an approved asset management plan for all other infrastructure assets that outlines current levels of service and the cost of maintaining those services.
  • July 1, 2024 – The municipality’s asset management plan must have a discussion of proposed levels of service, the assumptions related to the proposed levels of service, what activities will be required to meet proposed levels of service, and a strategy to fund the activities.

The first deadline has been met with the creation and Council adoption of a Strategic Asset Management Policy. The next deadline is the creation, and Council acceptance, of an Asset Management Plan for core assets, meeting the criteria of the regulation by July 1, 2021. Core assets include water, wastewater, stormwater, road, bridge and culvert assets.
