The Township of North Dumfries has undertaken a comprehensive Community Risk Assessment (CRA) in accordance with Regulation 378/18 Community Risk Assessments (O. Reg. 378/18). This assessment aims to identify and analyze the risks within the community to enhance public safety, inform strategic planning, and optimize the allocation of resources for fire protection and emergency services. 

At the July 8, 2024 Council Meeting, a Staff report outlining the Community Risk Assessment was brought before Council. The Township Fire Department will use the outcomes from the assessment to develop future plans, programs, training, and budgets.

The Leisure Services Master Plan guides investments and priorities for leisure services in the Township between the years of 2022 and 2031.

The Province of Ontario has provided funding to support the completion of the Joint Services Delivery Review under their Municipal Modernization Fund.

The Service Delivery Review program is a joint undertaking involving the Townships of North Dumfries, Wellesley, Wilmot and Woolwich.

The intent of the Service Delivery Review is to improve the understanding of the services currently provided by the respective Municipalities and to provide better information that will allow the Councils and Staff the opportunity to make more informed strategic choices regarding those services. Phase I of the Service Delivery Review focused on the following program areas:

  1. Fire Department
  2. Emergency Management
  3. Library Services
  4. Information Technology
  5. Corporate Communications

The Service Delivery Review program was designed to investigate current services and their delivery approach, identify potential changes to service delivery methods and/or service levels, highlight opportunities for innovation and leveraging technology, and, recommend changes that will improve efficiency and effectiveness.

The Township of North Dumfries has prepared an Arena Strategy to determine current and future indoor ice needs and provision options. The study considered local demographics and growth, regional arena supplies, usage and trends, and public and stakeholder input.

The Study is to focus on the Urban Area of the Community of Ayr (existing and emerging), as illustrated in the Township’s Official Plan [OP]. The Township also requires an analysis through this Study on the potential urbanization of lands framing the Northumberland Street corridor, extending from Greenfield Road to Highway No. 401.

The SWMGP will serve as a decision support tool, a methodology for the prioritization of works, a means to estimate future SWM requirements and costs and a transparent community process by which the Township can establish stormwater management guidelines and policies for the next ten to fifteen years.

The SWMGP shall be an integrated approach that considers flood and erosion control, groundwater and surface water quality management, natural heritage environment management and infrastructure. In addition, the plan shall integrate existing policies, regulations, acts and guidelines and where appropriate develop new policies and design guidelines to aid in implementation and shall do so within a water sustainability context. In addition, the SWMGP should provide sufficient information for the Township to develop a framework for the provision of a stormwater user fee, if desired.
